Fears of PIN card Christmas chaos

THE new Chip and PIN credit and debit cards could cause chaos in the shops in the run-up to Christmas and the January sales, a fraud expert warned.

With just four months to go before the January 1 deadline set for the introduction of these cards, 60 per cent of British cardholders still know little or nothing about them.

"The clock is ticking", said David Porter, head of fraud and security at consultant Detica.

"Retailers need to act quickly to help their customers," he said.

At retailers' association Retra, however, chief executive Fred Round said his members had experienced no real problems over Chip and PIN, although he had heard of some customers forgetting their PINs.

However, Detica claimed there had been signs of consumer resistance to the new cards.

It warned that more than half of cardholders (56 per cent) feared their card numbers would be more at risk through the new system.

More than a quarter (28 per cent) said they would be unhappy entering their PINs in a terminal in a shop or restaurant.

Around 120 million Chip and PIN cards are expected to reach cardholders before the end of the year.

They are being introduced to combat card fraud and require a four-digit personal identification number (PIN) rather than a signature at point-of-sale.

If one-in-four people refused to use the system, pointed out Detica, chaotic scenes in the January sales would be inevitable.

"Retailers will have to enforce new rules--if they don't, they will have to carry the cost of fraud," said Mr Porter. "We already have anecdotal evidence of retailers refusing to serve customers who present Chip and PIN cards, but either can't remember or refuse to provide their PIN."

Chip and PIN spokeswoman Sandra Quinn said the vast majority of cardholders and retail staff would have time to get used to the new system "well in advance of the Christmas rush and January sales".

NEARLY 50 million Chip and PIN cards have been issued to more than 25 million cardholders, more than half of the UK's 42m cardholders.

Almost half--396,000--of all tills in the UK have now installed Chip and PIN equipment.

As a second phase of national Chip and PIN advertising has now started a 13-week run on TV, radio and in the press.
